İşte yazılan bu çalışmanın amacı, dönem içerisinde yeni bir siyasi güç olarak kendini gösteren Jön Türk hareketinin bir sivil toplum hareketi olup olmadığını ortaya koymak olmuştur. Çalışmada bu amacı gerçekleştirmek üzere öncelikle Jön Türk hareketinin gün yüzüne çıkmasını sağlayan iç ve dış faktörler incelenmiş, sonrasında Jön Türk hareketinin ne olduğu ve ne yaptığı üzerinde durulmuş ve nihayetinde de Jön Türk hareketinin sivil toplum hareketi olup olamayacağı tartışılmıştır. Yapılan Jön Türk tanımının ardından, sivil toplum kavramı aktarılmış ve sivil toplumun unsurları belirlenmiştir. Bu unsurlar üzerinden ise Jön Türk hareketinin sivil toplum unsurlarını hangi açılardan barındırdığı çalışma içerisinde aktarılmıştır. Çalışmanın sınırlılıkları ise Lale Devri ile İkinci Meşrutiyet arasında Jön Türk hareketini ilgilendiren konularla sınırlandırılmıştır. Çalışmada ulaşılan sonuçlarla birlikte, Türk siyasal tarihi bağlamında Jön Türk kavramı üzerine çeşitli iddialar öne sürülmüştür.
